OK, it sounds like PHP just isn't enabled for the vsite.

Go to Site Management for the site in question, Services menu, Web.   Up 
top is the option for "Enable PHP Scripting".   Tick "Enable" for either 
PHP or suPHP (suPHP is recommended) and then Save.
