But is seems that a chmod 644 is only a temporary fix.I do not know what and when but the permissions change back to 600 after a while.
So next time you call the function in the GUI you will get the error message again.
@Michael: can you please check this?

Indeed, php.ini had 600 permissions.
A change to 644 has fixed it.
