Port 443 (SSL) gets activated once the first Vsite on that IP address
has an SSL certificate installed. Either a self signed one, a "Let's
Encrypt!" or "real" certificate.

So just use the SSL functionality in the GUI to generate a "Let's
Encrypt!" certificate for the Vsite in question and you're good to go.
