[BlueOnyx:19355] 5209R rsyslogd fails to start

There's a known issue with rsyslogd not properly starting on 5209R 
systems, especially those that are virtualized under Aventurin{e}/openVZ.

The fix is to issue:
rm /var/lib/rsyslog/imjournal.state
systemctl start rsyslogd

However, it appears that has to be performed after every boot cycle.

I'm wondering if there may be a way to script the above at startup so 
that we don't wind up in a situation where the system hasn't been 
logging anything for hours (or days) but goes unnoticed.

rc.d is no good for that anymore with the move to systemd.

Thoughts?
