It's stimple, really. Just create two virtual sites:
Server #1: https://nam04.safelinks.protection.outlook.com/?url=www.domain.com&data=02%7C01%7Cwayin%40hotmail.com%7Cc49b31d2afaf4e31a04908d539953c4e%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C636478235480996212&sdata=Xiu8x4sPv6YMCoWGvhkwxs8mCc6C%2BFCuv1Jmmc1V59k%3D&reserved=0 (IP: 1.1.1.1)
Server #2: dev.domain.com (IP: 1.1.1.2)
Then make sure you have DNS records for both and you should be good.
