[BlueOnyx:21570] ERROR - YOU NEED THE PHP "DOMDocument"

We have a site that is getting this error:
VQMod::bootup - ERROR - YOU NEED THE PHP "DOMDocument" EXTENSION 
INSTALLED TO USE VQMod

Here is what we have done to this point in time.
1. Added extension=dom.soto function
2. Added the same to the site php.ini
3. Have tried php version 5.6.31 7.0.24 and 7.1.8
4. have restarted httpd

PHP Info:

php -i | grep DOM
DOM/XML => enabled
DOM/XML API Version => 20031129

dom

DOM/XML 	enabled
DOM/XML API Version 	20031129
libxml Version 	2.9.1
HTML Support 	enabled
XPath Support 	enabled
XPointer Support 	enabled
Schema Support 	enabled
RelaxNG Support 	enabled

Still no change still get the error
