OK, I was working off of an old restore instructions. I wiped the DNS and
started over and it is working now.

Importantly, it does not appear that your instructions copy over anything
from DNS .include files.

After I did the import I did: mv *.include /var/named/chroot/var/named/ to
copy all the .include files.

You might want to add that to your instructions.
