The ACL "System-Administrator" means: equal rights as user "admin" as
far as the GUI is concerned. So this user can do everything via the GUI
that "admin" can do. The only thing he cannot do is to change the
password of User "admin" or delete his own account. Which he (of course)
can do, if you also (as an extra) grant him "root" access via the shell.

I may have forgotten that we specifically didn't allow
"System-Administrator" accounts to show up as Vsite owners. Because the
reasoning behind this is: A reseller never should have equal rights to
"admin", because that gives him the keys to the whole box on a platter.
