Many thanks for reporting this. Yes, base-network has this as new
dependency. It had been sitting in the testing YUM-repository for a few
weeks and when I recently published it, I had forgotten about the new
dependency.

I just moved perl-File-NFSLock to the public YUM repository as well and
that should fix the issue.
