I'm seeing this issue as well.
I can replicate it by simply saving the server wide PHP configuration.
Every site under /etc/httpd/conf/vhosts then has its NameVirtualHost
xxx.xxx.xx.xx:443 section removed.

Hoping Michael can jump in with fix.
