I just published a base-apache for 5209R which does as indicated above.
It moves the execution of the handler base/apache/virtual_host.pl from
the CONFIGURE to the EXECUTE stage, which makes sure it runs after
base/vsite/vsite_create.pl.

That should solve the "cantEditVhost" problem for good.
