I don't have a 7.0.26 at hand at this time, but when I check 7.0.27 I
see this in phpinfo():

DOM/XML 		enabled
DOM/XML API Version 	20031129
libxml Version 		2.9.1
HTML Support 		enabled
XPath Support 		enabled
XPointer Support 	enabled
Schema Support 		enabled
RelaxNG Support 	enabled

So from what I tell DOM support is working just fine. But it could be
that PHP-7.0 is newer or older than what your application expects.
Please try it with a different PHP version and see if that helps.
