Sounds like the same issue I was having after the proftpd yum update.  See Michael’s last message to me about adding a line to the conf files with

 

  DefaultChdir    /web

ROOT PRIVS: unable to setegid(): Operation not permitted
RELINQUISH PRIVS: unable to seteuid(PR_ROOT_UID): Operation not permitted
