[BlueOnyx:22770] Need help with increasing PHP memory limit

I installed concrete5 and made it to the testing environment, Everything 
passes the test except the Memory Limit

Require items shows Memory limit of 64 MB, however the ? says that I 
need to increase to as it claim that it only has 16 MB and to increase 
the limit using ini_set
