[BlueOnyx:25252] Mailman error "implicit destination"

All,

I have a mailing list that when you send it a message, it just holds it
saying
"Message has implicit destination". This is not true when you view the
message being held. There is a To: header with the name of the list
correctly entered.

Has anyone seen this? What can I check or fix?
