Many thanks for letting me know. I have the suspicion that they perhaps 
pulled the ISO from a mirror that hadn't yet been updated and had an 
older version of the ISO that had been published before some issues had 
been ironed out.

The disk quota gets set up pretty reliably now if installed off the ISO.
