[BlueOnyx:26169] Fail2Ban not working

We have F2B and APF installed on a new 5210R.
Sendmail is getting hammered ... and Ips are not being blocked.

On the GUI all looks good but APF deny_hosts.rule remains empty.

Further investigation found this in fail2ban.log

2023-04-27 15:38:03,577 fail2ban.transmitter    [186181]: ERROR   Command ['status', 'named-refused-udp'] has failed. Received UnknownJailException('named-refused-udp',)
2023-04-27 15:38:03,765 fail2ban.transmitter    [186181]: ERROR   Command ['status', 'named-refused-tcp'] has failed. Received UnknownJailException('named-refused-tcp',)

Where should I look for the problem?
