Yeah, there is something wrong with the PHP-8.1.31-1 PKG. It shouldn't 
have a conflicting build ID. To fix this issue, please uninstall the 
PHP-8.1.31 PKG and then run the YUM update again. It will then go through.

Over the next few days I'll re-release the PHP-8.1.31 PKG again in a 
fixed version.
