I just published updated base-email-* RPMs for BlueOnyx 5210R/5211R 
which add the following config file:

/etc/httpd/conf.d/radicale_redirects.conf

It has the above redirects in them.

This config file can be edited if need be and future YUM updates will 
not replace it. Unless the file is missing altogether, because then it 
will be added again.
