Try this:

rm /var/log/journal/*/*
rm /var/lib/rsyslog/imjournal.state
systemctl restart systemd-journald
systemctl restart rsyslog

That should fix it. Sometimes under OpenVZ 7 Rsyslog stops logging after 
a reboot of the Container due to a Systemd issue. The above commands 
shake it loose again.
