I'm not sure I'd say that as a hard/fast rule Michael.

<br />Years ago, when I CMU moved sites to 5106R - and it broke Joomla and Wordpress sites. Same thing moving sites from 5106R to 5107R/5108R - the PHP and MySQL updates broke sites using older versions of PHP.
<br />
<br />You have to be knowledgeable of the versions of the sites on your server, and check first to make sure a PHP or MySQL update won't break those versions of CMS. Otherwise when you move them - things quit working (like one site I still have where none of the menu building controls in the back-end work).
<br />
<br />I've found that some PHP scripts can be very version dependent.

The only thing you really need to do afterwards is to run the script
