Hi Richard,

Im probably late on topic, but anyway here goes.

I dont really enjoy allowing mod rewrite server wise, so what we did was 
creating a custom php file that allows to activate the mod rewrite per site.

This is basically the changes made on each sitexxx.include

# /etc/httpd/conf/vhosts/site165.include
# user customizations can be added here.
<Directory "/home/.sites/23/site165/web">
    AllowOverride All
    Options All
</Directory>

And there ya go, after a apache restart, this particular site provides 
access to mod rewrite via .htaccess.
