[BlueOnyx:01029] How to prevent PHP settings change by site administrator?

Hello,

thank you to all for this very valuable and great project.

I see that a new feature is that any site administrator can change the 
PHP settings for it own site.
He can also set some security settings like:

Register Globals:
Safe Mode:

sometime it could be dangerous.

My question is, there is any way to prevent site administrator from 
changing the PHP settings?
