Indeed. But you can't assume everyone understands server security and  
how to program. Joomla! is an easy to install piece of software, not  
just knowledgeable people such as yourself install it. If you are  
hosting other peoples Joomla! installs its impossible to vouch for  
their ability.

And it wasn't aimed at any group of people, it was a statement more  
about CMSs in general. Joomla! is just a handy example of a CMS I have  
seen regularly hacked.
