Yeah, that looks correct. What I have is identical to that:

<VirtualHost 192.168.10.1>
    DefaultRoot     / wheel
        DefaultRoot             / admin-users
        DefaultRoot             ~/../../.. site-adm
        DefaultRoot             ~ !site-adm
        AllowOverwrite  on
        DefaultChdir            /web
        DisplayLogin    .ftphelp
</VirtualHost>
