I too have seen these in my logwatch messages for some time... have  
been trying these suggestions. Here is the result from my box:

[root at box1 ~]# lsof -n | grep TCP.*ftp
xinetd     3154      root    5u     IPv4       9513                  
TCP *:ftp (LISTEN)
[root at box1 ~]#
