Don't worry about /etc/passwd- that's a safety for editing passwd files
with vips

try rebuilding the virtuser dbs in /etc/mail.
 cd /etc/mail
 makemap hask virtusertable < virtusertable
if errors, duplicates fix and makemap again
then try to create a vsite
