[BlueOnyx:06173] {Spam?} subdomains for vsite

Hello, as server admin i can create subdomains with the subdomain settings
future
But when a vsite admin wants to do this he is getting the message

Sorry, an internal server error occurred. Permission for CREATE is denied

In the message log i see

Max subdomains is set to 1000

Is this a bug ?
