I have 3 WPs on two BO servers (dentalopinions.com, babydental.com, 
medicarecard.com) and they are all working. In the /web/nameofyourblogdir 
try to temporarily set the chmod to 777 and see if that works first. My 
/blog permission is: drwsr-xr-x the wp-content is drwxr-xr-x which I think 
is 755 and wp-includes is the same.

The site shows: register OFF safe mode ON safe mode GID OFF

Also, one note -- when I do the WP updates I need to shell to the blog and 
chmod 777 then put back to 755 after I am done.
