I seem to have fixed it with this for my ope_basedir

New line
/home/:/tmp/:/var/lib/php/session/:/home/.sites/132/site21/

Old line:
/tmp/:/var/lib/php/session/:/home/.sites/132/site21/

I just got it work an hour ago.
