Concern of mine as well with cracklib requirements.  Problem I have is 
we bought out a company and they kept absolutely no records on their 
customers.  Therefore entering in each account manually (I have customer 
and user names but no password info) is not really a very pretty 
option.  Especially with 4000 plus accounts out there.
