I see that others have had this same issue, and I was wondering how people are getting past it. I'm installing on a Cobalt Raq XTR, and have tried the xxx.xxx.xxx:81 route, but that didn't work for me. I did see an error during the install that said "could not connect cced.socket - no such file or directory", and when the setup was completing I saw: 

Starting httpd: Syntax error on line 5 of /etc/httpd/conf.d/ssl_perl.conf:
connect: No such file or directory\t(in cleanup) Could not connect to /usr/sausalito/cced.socket: No such file or directory\n
                                                           [FAILED]

Also, I tried using Firefox instead of IE8, thinking that might be part of the problem. One thing that happened was that I was able to see the pages that are loading during that split second before it kicks me back to the intro page. One of them is this: http://192.168.1.11:444/login.php?expired=true&target=/nav/flow.php%3Froot%3Dbase_wizardLicense  It says login=expired. Is this part of my problem?
