I did a full reinstall of everything, and this is still happening. I click 'Start' and it basically just refreshes the page. I get these errors in the messages log:

Mar 13 23:22:21 localhost cced(smd)[10421]: client 0:[48:6258]: AUTH to user "admin" failed
Mar 13 23:22:23 localhost cced(smd)[10422]: client 0:[48:6264]: AUTHKEY to user "" failed

Last time this happened, I tried to manually create an 'admin' user, as well as two other users, but when I tried to log in using SSH, it said that I was not able to use the terminal, and it closed immediately. I tried to reboot, and then I was locked out completely. I just tried to open a second SSH from a different computer, but it won't open, so now I'm paranoid to close my shell or reboot.

What else can I check?

Ok, try the following: 

Use the commands ...

passwd admin
passwd root

... to set your "admin" and your "root" passwords to "blueonyx" and then try 
again to get past the initial web based setup.

The static GUI page (the welcome page) on initial install expect the password 
to be "blueonyx". If it is anything else, it'll usually throw you back to the 
same page.

This is my forth time trying to migrate over from BQ to BO.  Each time it
is the mySQL stuff that kills me.  creating a mysql account for "root"
seems to cause major havoc but it is the way the instructions say to do it
so. . . thats the way I try and do it.

I think because mySQL on my old BQ server is much older than the one on BO
it messes with all the tables and user permissions.  Doing the suggested
scripts usually results in me getting locked out of phpMyAdmin and. . .
once I'm locked out of that I'm hosed.  Have to start over again.  

I'm kind of at my wits end.  :-(

If you're doing a complete move from BQ to BX - all databases and all users, use this:

BQ = mysqldump --opt --flush-logs --all-databases -u root -p > /home/cmu/alldatabases.dump

Then copy it across to the new BX server.? Set a MySQL root user password (same password as BQ box is easiest) in the BX GUI.? Then use:
cat /path/alldatabases.dump | mysql -u root -p

I used those exact two commands just a couple weeks ago to move everything from one server to the other.? Not a single problem with the MySQL databases.? And there were at LOT!? Most of the sites on that box were running Joomla and it had over 93 databases on it.

Only other thing to do besides that was cmuExport/cmuImport.? That was easy.

The one problem you might run into - the Joomla configuration file stores the absolute path in the configuration file for its logs and tmp directory.? It won't prevent Joomla and the sites from working, but they won't log correctly.? I wound up having to vi 62 configuration files to correct the absolute path (since the CMU utility doesn't preserve the /home/.sites/#/site# from the old server to the new).

Generally if you add the  --add-drop-table    then it won't get stuck as it 
is restoring.
And of course, the password after the restore will be the one from the old 
server.

Thank you everyone.  Your suggestions helped.  The thing that was killing
me was one little setting.  In the site management tab, "Enable PHP
Scripting".  The sites I was trying to restore were wordpress sites and of
course without php you just get white.  I was chasing down phantom problems
with the mysql database but turns out it was just a simple checkbox that
would have saved.  

Live and learn I guess.  :-/
