[BlueOnyx:04144] Timestamps always show GMT with non-admin-users

Dear;

Timestamps always show GMT, not server localtime. 

This problem is quit same as [BlueOnyx:03007].
But not fix with entering "SetEnv TZ :/etc/localtime" in /etc/proftpd.conf,
at this time.

Anyone please advice me.  
I think some modifications done after BlueOnyx:03007 on 12/04/2009.
Because this problem used to be solved with "SetEnv TZ :/etc/localtime".

Be careful of below.

1. This problem does not happen with admin user.
   It happens with non-admin users. 

2. And, this problem happens only specific localtimes, 
   as Japan, china, India, Irac,, etc.
   It does not happen with German, Italy, US, ..etc.
