How do I correct this:

Restriction in effect.  The script whose uid is 573 is not allowed to access
owned by uid 0 in
/home/.sites/xxx/sitexx/web/includes/functions/sessions.php on line 169

Safe Mode is off.  Safe Mode GID is off.  Perhaps it is a configuration
issue of the script because of the "The script whose uid is 573 is not
allowed to access _ owned by uid 0" directory is not identified (the one
shown by the underscore.
