suPHP is a weird animal.  If I set up a new site for a client, I have to
turn suPHP OFF if I am installing Joomla, because it bitches about the
browser's cookies being off and the session save path is invalid, but then
after the site is set up, I have to turn it back on so the client can edit
the template and CSS from the Joomla GUI.
