I believe the sendmail.cf is re-written each time you do
updates or changes on the server from the sendmail.mc file.
Have you tried putting the changes there ??

DAEMON_OPTIONS(`Port=smtp, Name=MTA')dnl

just change the port to 26 vice smtp (or add another line to
listen to both)...
