If you have the APF firewall on your server then you might check your
 /etc/proftpd.conf
and make sure that the line below
  PassivePorts 49152 65534

matches what you have in your
/etc/apf/conf.apf   file
IG_TCP_CPORTS="20,21,22,23,25,53,80,81,110,143,443,444,465,587,783,873,993,995,2002,5100,8888,49152_65534"
