[BlueOnyx:08752] Permission problem in BlueOnyx console

Last week, I had upgraded PHP to 5.3.8 on our BlueOnyx server to enable
WordPress for a client. This ended up breaking the console, so I reverted to
PHP 5.1.6, but I had all sorts of problems. After a lot of work and
installing the SolarSpeed.net MOD_PHP package, I have everything working
except...

When I try to access some of the security settings in the console (logged in
as admin, of course), I get the Forbidden screen which says "You do not have
permission to access the requested file on this server."

adm_error log shows the following issues:

from what I can tell, jsLibrary needs ServerScriptHelper to report
"adminUser" from the getAllowed function so it can access these php files,
and this seems to be failing, but I can't figure out why. I can view the
pam_abl status from the CLI, but that's not really a solution. I need to
make sure that "admin" does report "adminUser" when jsLibrary asks - any
ideas?
