What command are you calling it with
/home/solarspeed/php/bin/php -q 
/home/.sites/28/site1/web/cron-daily-mail-insert.php
or
/usr/bin/php    /home/.sites/28/site1/web/cron-daily-mail-insert.php

Does it work if you use GET , e.g.
10 10 * * * GET http://www.theirwebsite.com/cron-daily-mail-insert.php
