No, it's something else. The boot records are written fine due to the
fix_grub script that runs on shutdown. It updates the mbr of both disks
with the last good information on shutdown or reboots.

The nature of this specific problem is inside the initramfs in /boot. It
is created by "dracut" on kernel installs and updates and contains an
initial filesystem and mini-linux to boot the OS. This mini-linux does
not create the required md devices that you would need to boot the
actual OS off a degraded RAID1 array.
