Just a note... netstat -tan | grep proftp doesn't return anything on my 
system, but netstat -tan | grep 21 does - shows listening on all IPs and 
current active connections.

Regardless of what will and won't start, can you connect via FTP?

ftp localhost

This will ask for the username
