In my particular case, I have tried both FF (my go-to browser) and IE 
(my love-to-hate browser) and I experience the same symptoms either way. 
  I do not feel this is a browser issue, given the redirections from 
admserv.  Later on I can try in Opera, Chrome, Konqueror et al just to 
absolutely rule it out.

As mentioned in my OP (BlueOnyx:10583), I verified that the MySQL 
credentials were definitely correct in BlueOnyx.  The problem is now 
gone from the server admin's phpMyAdmin.  But it remains in the 
site-admin's phpMyAdmin.  Have you tried from there as a site admin user 
rather than a server admin?
