By OS defaults that directory to 770 has permissions. And it reverts back to 
that every time the SO supplied "php" RPMs are updated.

However, there is a mechanism in place in BlueOnyx that sets it back to 777 
upon CCEd restart or after automated YUM updates that were scheduled through 
the GUI.

We need the 777 permissions on that directory so that suPHP enabled Vsites can 
store their session data in it.
