[BlueOnyx:11590] cmuImport and logs ownership

Hi,

I recently did a cmuExport of one site from a 5106 box to a to a 5107 (fully
yummed). When the site was created the ownership of the logs directory and
files inside the logs directory had the uid of the original server, not the
new one.

For example: if the old site was site15, say, the new site was site 4, the
logs in the new site would show up as site15-logs instead of site3-logs
(excuse capitalization being incorrect). 

This means that a small site could have its quota maxed out because a large
site might have their log files uid from a cmuImport. This has been an issue
for a long time, maybe forever.

Anyway there it is. I now know to check and correct when I import a site. It
would be nice for it to be resolved some day in the future.
