OK, thanks Richard, for the clue
    rm -rf /home/sites/*/users/*/.openwebmail/*
fixed it.
I assume as we did a migration, the .openwebmail files were migrated and
caused the system to malfunction. deleting all users .openwebmail files
caused new ones to be generated with a login
