No, that is the expected behavior and it can't be changed. When you
forward emails, then only the server wide SPAM-filter settings can be
applied to the SPAM-filtering. Because as far as Sendmail is concerned,
the email doesn't terminate locally and needs to be passed on.

The status message of being unable to "create readable default_prefs"
can be ignored and is a side effect of this.
