Chech with "iptables -L -n|grep IP-of-User" to see if that IP address is
blocked. If it shows up on that list, it is blocked.

In that case edit /etc/apf/deny_hosts.rules and removed the IP address
from that file. It contains the IP's that APF will block. Next restart
the service APF and you will be good:

service apf restart
