[BlueOnyx:15365] site sorting issue in admin area

Hi ken

Yes, I saw same request some times in the days of bluequartz.

It is not only Site sequencing, but also User sequencing, and
list sequencing.   They are same UI, I think.

Because also predecessor didn't lay a hand, something will probably 
difficult.
