Michael,

unfortunately not.
I removed all capabilities in the GUI which left me with 

102 DATA capLevels = "&adminUser&menuServerServerStats&manageSite&"

Afterwards I added nearly all capabilities again and get

102 DATA capLevels = "&adminUser&menuServerServerStats&manageSite&siteDNS&serverShowActiveMonitor&serverInformation&serverHttpd&serverFTP&serverEmail&serverDNS&serverSNMP&serverShell&serveriStat&serverSSL&serverVsite&serverPower&serverTime&serverActiveMonitor&managePackage&serverNetwork&serverIpPooling&serverServerDesktop&"

But the "Add" Button in Site Management is still missing.

I have another user with the same capLevels.
This user have a Add Button.
What else can I check?

One idea would be to look via cceclient to see which "caplevels" and
"capabilities" the user has:

102 DATA capLevels = "&manageSite&siteDNS&adminUser&"

The above example is the reseller account "blueonyx" from the demo
blueonyx server.

It has these capLevels:

adminUser
manageSite
siteDNS

Each of these capLevels adds one (or more) "capabilities" and in the end
gives him these capabilities:

adminUser
manageSite
resellerSUPHP
resellerMySQL
resellerCGI
resellerSSI
siteAnonFTP
siteShell
siteAdmin
siteDNS
siteSSL

I suspect your old adminUser is lacking some capabilities. So here is
what to do: Remove all capLevels from him in the GUI. Save. That should
leave him with just "adminUser" on the CODB level. Then give him
manageSite and siteDNS and save again.

By removing all capLevels and granting them again it should get sorted.
